LANCASTER — A man has been arrested and charged following a fire that police say was intentionally set by the homeowner.
Damien Heath Mullins, 37, of Lancaster was rescued from the roof of his home on Cleo Drive on Oct. 10 by members of the Camp Dick Fire Department who responded to a fire.
Firefighters discovered explosives on the property belonging to Mullins and contacted Kentucky State Police.
The KSP hazardous devices unit responded and removed homemade explosive devices from the house. Trooper Paul Blanton, spokesman for the Richmond post, said the improvised explosive devices appeared to be made of black powder or a similar type of explosive.
KSP investigation indicated the fire had been intentionally set.
Mullins was arrested Oct. 24 and charged with second-degree arson; nine counts of wanton endangerment for endangering the lives of the responders; and third-degree use of a weapon of mass destruction.
He is lodged in the Lincoln County Regional Jail.
Garrard County Sheriff’s Department confirmed that Mullins had been evaluated at Eastern State Hospital but had been released prior to the event.
Mullins was medically retired from the Army.
