Dr. David C. Payne, 74, of Mount Sterling, died Feb. 28. He was the son of the late Abner C. and Ruth A. Payne. Dr. Payne served as a professor at the University of Kentucky in the family-studies department. He is survived by a daughter and her husband, Laura and Bill Zaspel; son Tom Payne; four grandchildren; and three great-grandchildren.
