    LANCASTER &mdash; A surplus accompanying Lancaster's proposed 2011-12 budget may mean good news for residents, city employees and community organizations. &nbsp;The city council heard a first reading of a $3.6 million budget with a $126,309 general fund surplus at its meeting Monday."I think you all did a real good job on the budget," Mayor Brenda Powers said. "We didn't have to be out any money this year on the budget."In fact, the surplus has grown more than $102,600 since fiscal year 2009-10.&nbsp;Councilman Bret Baierlein said before the meeting that the increase is mostly a result of former Mayor Don Rinthen Jr.'s decision to cut about six city jobs during that year.Rinthen initiated the layoffs to help the city cope with a growing $129,000 budget deficit in fall 2009.&nbsp;But Lancaster is now in a position to potentially give residents tax cuts.The council's revenue committee &mdash; made up of Baierlein and council members Maggie Morris Mick and Jesse Wagoner &mdash; may propose tax cuts "that would affect every citizen in Lancaster" at the council's July 11 meeting, Mick said."So stay tuned," she said.&nbsp;The 2011-2012 budget does, however, include an increase in all municipal insurance taxes to 10 percent, which requires a 4 percent increase on the city&rsquo;s life insurance tax and a 1 percent increase on all other insurance taxes, including fire, vehicle, health and inland marine.The budget committee &mdash; made up of Mick, Baierlein and Councilman Chris Davis&mdash; estimates that the increase will bring in an additional $50,000 in insurance tax revenue. But members still budgeted revenues at $50,000 less than in the 2010-2011 budget.Still, the surplus will allow the city to give non-elected city employees a 5 percent raise, the first in three years, Mick said.The 2011-12 budget also allocates $5,000 for an appreciation dinner or one-time pay adjustments for city employees, she said."We really wanted to take the time to thank our employees for kind of sticking with us for a few kind of tight years," Mick said before the meeting.&nbsp;A third beneficiary of the surplus and a carefully consolidated budget is community organizations, Baierlein said.The 2011-12 budget doubles the allocation for community grants from $5,000 to $10,000, and the budget committee expects a significant increase in applications for the money, he said.&nbsp;The majority of cuts in budget &mdash; which reflects about a $15,000 reduction in operational costs &mdash; were minor and included decreases in administrative and outdated telephone costs, Baierlein said before the meeting.&nbsp;"It's nothing that's going to affect our citizens," he said.Baierlein said he's proud of budget, which was complied for the first time by the budget committee, Mayor Brenda Powers, City Clerk Shari Lane and the department heads.These leaders, including Fire Chief Richard Sebastian and Interim Police Chief Allen Weston, proposed cuts they felt their departments could sustain and the committee made adjustments from there, Mick said."I think it's going to be a great budget," she said. "I think the city is taking a great step forward this year."
