    The Winchester Board of Commissioners honors Forrest Kirkland with a certificate of recognition for &ldquo;having the courage and valour&rdquo; to recover resident Michelle Mitchell&rsquo;s purse as it was being stolen. City Commissioner Shannon Cox presented the certificate to Kirkland, and Mitchell told the story of how he helped her as she was taking her groceries to her car. &ldquo;And this little person in a hoodie walks around, looks at me, grabs my purse and takes off, and it&rsquo;s like a scene from a TV show where you&rsquo;re like screaming outside your body. And Forrest happened to be pulling in ... he heard me yelling and he didn&rsquo;t hesitate and he took off after her across the parking lot, and I think he snatched it out of her hand mid-stride,&rdquo; she said. &ldquo;He didn&rsquo;t have any idea who I was or what was happening and just didn&rsquo;t think about it. ...
