Winchester Police Chief Billy Claypoole has asked residents to be “extra watchful” for people who appear to be tampering with locks or people “who appear to be attempting burglary of a building.”

Frank Carpenter, a retired officer in the United States Army, was guest speaker at the July 6 meeting of the Photo Clique at the Clark County Public Library. Mr. Carpenter was in Europe in the mid 1940s and collected photographs of post-war Europe. Included in his collection are some actual photos taken by German photographers of noted German officers, statesmen and dignitaries of the time period, including photographs of Adolph Hitler.

The Winchester-Clark County Literacy Council has received a $6,500 grant to conduct its ”Operation Read” adult literacy program. The funds will be used to train tutors, recruit students, purchase materials and publicize the council’s efforts, said Carolyn Burtner, coordinator of the program.
