The Winchester Board of Commissioners approved a second reading of the 2013 fiscal year budget Friday.
The $2.87 million budget includes a 3 percent pay raise for city employees.
Commissioners unanimously passed a first reading June 20.
For the 11th consecutive year, the 2013 budget projects that general fund expenditures will exceed revenues. According to the budget ordinance, general fund revenues are projected to be about $15.13 million, and appropriations are projected to be about $16.26 million.
The current budget came from two day-long open work sessions where the board discussed funding requests from several organizations including Winchester Fire-EMS, the Daniel Boone Pioneer Festival, the Winchester-Clark County Beautification Program, the Winchester-Clark County Industrial Authority, Clark County Community Education, the Generations Center and Winchester-Clark County Emergency Management/Chemical Stockpile Emergency Preparedness Program.
The new fiscal year begins July 1.
